Many of these steps can be eliminated if you make a “Qualifying Offer.” A Qualifying Offer is a written offer that meets certain criteria and offers to settle the case for a specific sum of money. If the IRS rejects the qualifying offer and then obtains a court judgment against the taxpayer that is equal to, or less than, the taxpayer’s qualifying offer, the taxpayer will be entitled to fees and costs.
